2019 ARC-CO PAYMENTS FOR MINNESOTA

Attached are a set of Tables showing the final 2019 corn and soybean ARC-CO payment rates for Minnesota, as well as the final 2019 FSA corn and soybean county yields and the 2019 benchmark (BM) yields. The benchmark (BM) yields and BM prices are used to calculate BM revenue, revenue guarantees, and the maximum payment per acre for 2019 ARC-CO payments. The final 2019 county average yield and final 2019 “market-year average” (MYA) price on September 30, 2020 were used to calculate the actual county revenue for 2019, which determines if any 2019 ARC-CO payment was earned on crop base acres.

Understanding the data on the Tables:

• The 2019 benchmark (BM) yields, 2019 final county yields, and 2019 final ARC-CO payments for corn and soybeans are for every county in Minnesota. The 2019 BM yields, final yields, and ARC-CO payments, as well as other farm program data, for other crops and for other States can be found on the FSA website at: https://www.fsa.usda.gov/programs-and-services/arcplc_program/arcplc-program-data/index
• Counties with two numbers listed in each column have separate dryland and irrigated yield and payment data for ARC-CO calculations. The data in (parentheses) is the irrigated data.
• 2019 BM yields are based “Olympic average” county level “trend-adjusted” RMA (crop insurance) yields from 2013-2017. (“Olympic-average” drops the high and low yield and averages the balance.)

The 2020 BM yields will be the county “Olympic-average” yields from 2014-2018.

• The final 2019 ARC-CO payments are based on the 2019 BM prices of $3.70/Bu. for corn and $9.63/Bu. for soybeans, and the final 2019 “market-year average” (MYA) prices of $3.56/Bu. for corn and $8.57/Bu. for soybeans.
• The MYA price for corn and soybeans is the 12-month average price from September 1, 2019 to August 31, 2020, with the MYA price finalized on September 30, 2020. The MYA price is based on the monthly average farm-level market price across the United States, which is then “weighted” at the end of the marketing year, based on the volume of bushels sold in each month.
• Any 2019 ARC-CO payments that were earned are being paid in October, 2020.

(PLC and ARC-IC payments that were earned are also being paid in October, 2020.)

• ARC-CO payments will be paid on 85 percent of crop base acres.

(PLC payments are paid on 85% of base acres; ARC-IC payments are paid on 65% of base acres.)

• All 2019 farm program payments are subject to a 6.2 percent federal sequestration reduction.

Brief Description of the 3 Columns in the Tables for Corn and Soybeans:

Note — Data in (parentheses) is for separate irrigated data in a county and the other data is for non-irrigated acres.

               Counties with only one set of data do not have separated data for irrigated acres.          

• Column #1 — The 2019 BM yields for corn and soybeans (based on RMA trend-adjusted yields).
• Column #2 — The 2019 final FSA county yield for corn and soybeans (based on RMA yield data).                        
• Column #3 — The final 2019 ARC-CO payment for corn and soybeans based on the final 2019

                         MYA prices of $3.56/Bu. for corn and $8.57/Bu. for soybeans.                      

• ARC-CO payment amounts are listed on a per base acre (BA) basis, which were derived from the total payments per acre released by USDA for each county.

(Payment/Base Acre = Total Payment/acre x .85)                

• Payment amounts have been adjusted to include the 6.2 percent Federal sequestration deduction. (Final Payment/Base Acre = Payment/BA x .938)
• Any county data listed as “N/A” did not have data provided by USDA.
